I've run into this same issue a few times in the past and in each case I did the following to resolve it: 1) Insert the thumb drive into a USB port. 2) From a command prompt run 'diskpart' 3) Run the command 'disk list'. Note the ID of the thumb drive (it should be obvious from the size). 4) Run 'select disk x' (replace the x with the disk number for the thumb drive noted above. 5) Run the following commands clean create partition primary active format fs=fat32 assign Notes: On the format line above DO NOT add the add the 'quick' option. Allow it to do a long format. Also, note that for some systems you can format as NTFS but not systems will boot from an NTFS formatted thumb drive, especially true UEFI based systems.
