I own the Canon 7DmarkII and Photoshop Elements 11. Of course you know that PSE11 won't open the RAW files shot with this camera. On 6-1-15 Canon introduced DigitalPhoto Professional 4.2.32.0. It is available for Windows 7(64) and Windows 8. Yesterday I downloaded the new version and the instructions. I have only played with it a short time but so far I am impressed with the program. It provides most of the adjustments you find in PSE 11.
It will work with most of the newer Canon cameras. The instructions (which must be downloaded separately) give you step by step procedures.

I use DPP 4 with my 7D Mark II and its a terrific upgrade from version 3 but having had Elements 11 (I now use Elements 13), I found it odd that you indicated that DPP provides most of the adjustments of Elements. Elements if a pixel editor with 90% of the functionality of Photoshop. DPP is not a pixel editor and shares very little of the functionality of Elements. Now, if you are referring to the implementation of Adobe Camera Raw (ACR) in Elements, then that's a different story.
But, ACR is only a small portion of Elements' features set.
